Chain Off Builds First Fence to Comply with New City Ordinance

In March, Wichita Falls City Councilors passed a new ordinance to keep dogs off the chain in the city.

But some dog owners were against the measure, because they'd have to build a fence to keep their dogs on their property.

"Chain-off" is a branch of the PETS, the low-cost spay and neuter clinic in Wichita Falls.

Their mission is to build fences for those pet owners needing assistance so they can comply with the new city ordinance.

And though that ordinance doesn't take effect until late September, they are already digging deep to give dogs new freedom.

Cries of pain fill the air as volunteers are hard at work.

All in an effort to make this loud Labrador friendly again.

"Chained animals are three times more likely to bite people that come into their area," said Erin Hudson, the Chain-off Marketing Director.

That's why some residents asked city Wichita Falls councilors to support an ordinance that would make outdoor chaining illegal under certain conditions.

And it's forcing citizens to contain their animals in a new way.

You often think of fences as caging in animals but today it's giving one dog it's freedom.

"It's important for my dog, for his freedom so he is not tied up, it makes me feel better so I don't feel guilty having him tied up,"said Zandra Martinez, who was receiving a new fence for her dog.

Chain-off is committed to help citizens follow the new city ordinance and will build three fences each month, with private donations and volunteers passionate about the cause. 

"If we can help one we can help a lot. If that dog were to go to the shelter because Zandra can't afford a fence that's just nonsense. We can all pitch in and help out," said Thlaythla Meak, who volunteered to help build the fence. 

Help build a boundary that will give dogs everywhere a chance to run free.
