City Council to Discuss Banning Hand-Held Cell Phone Use in Moving Vehicles

Drivers in Wichita Falls could soon be banned from using cell phones and wireless devices in moving vehicles on all public roadways, not just in school zones.

City councilors will discuss amending the  traffic ordinances in their meeting  Tuesday. In the commentary posted on the agenda item by staff, they point out  that many Texas cities have banned cell phones by drivers and that  studies show  use of a cell phone while driving  increases crash risk 23 times.

There would be exceptions for  hands free devices, by emergency responders and when parked, however, the term parked  in the proposed ordinance does not include being stopped at a traffic light or stopped in traffic.

Exemptions would also apply  for emergency calls to hospitals, fire departments, police and others.  The ordinance will apply to operators of all vehicles that transport  people including bicycles.
