Clint Lee Wagstaff, 61, is charged with rape by instrumentation. That charge can be either a 1st degree felony punishable by 5 years to life in prison or a 2nd degree felony punishable by 1 to 15 years in prison. Authorities say an apparent sexual relationship was uncovered when messages were found on social media.
Arrest papers indicate the boy told investigators he had been talking with Wagstaff on social media for about 6 months and that turned into a sexual relationship. According to previous information on the Comanche County website, Wagstaff had been emergency management director since 2006 after serving many years as a firefighter in Texas.
The deputy emergency management director has been named interim director until a new permanent director is named.
