Foster Parent Set to Appear in Court for Allegedly Beating a One-Month-Old

A foster parent charged for allegedly beating a one-month-old in his care was set to appear in court today, but has been postponed until February. 37-year-old Mark James Waggoner is indicted on the charge of injury to a child. 

Police say a Child Protective Services caseworker was checking on the child at a day care because the child had been placed in CPS custody. The worker noticed brusing on the baby's back and buttocks. 

Day care workers say Waggoner told them he had dropped the baby the day before. A CPS worker and officer say Wggoner later admitted hitting the child with his hand on his buttocks.
