New Procedures Could be Coming to Wichita Falls City Council Meetings

- After the budget public hearing last week Wichita Falls Mayor Glenn Barham decided that the open forums needed to be more structured.

At their meeting Tuesday councilors will be discussing using the San Antonio rules, which gives the opposition and proponents of an issue each thirty minutes.

Each individual speaker will be given five minutes, allowing for 5 to 6 speakers on each side.

Currently the public can speak for five minutes in any order, sometimes causing the discussion to go from the opposition to proponents back to the opposition.

Mayor Barham says the new rules will make the discussions more timely.

“It's not an effort to limit people coming and talking it's an effort to speed the process up and frankly when you get a whole bunch of people who are in opposition or proponents of an issue and you let six seven eight people talk, they are all going to say the same thing essentially,” says Mayor Barham.

Mayor Barham says he will still be able to extend a speaker's time if necessary.

The next meeting is Tuesday at eight thirty a.m. on the first floor of Memorial Auditorium.
