Petition on Agenda of Electra City Commission

- An update on a petition to bring recall and referendum powers to Electra voters is on the Electra City Commission agenda Tuesday night.

City Secretary Tracey Lowe said signatures are still being checked and verified on the petition to call an election to amend the city charter.

Petition Organizer Sue Howell collected the signatures on the charter amendment petition, and on a separate petition to have City Administrator Larry Pannell terminated.

Discussion of that second petition is not on Tuesday's agenda and that one does not come under legal requirements for verification and action.

The petitions stem from strife between some city commissioners and Police Chief Johnny Morris.

In June, Electra city leaders had a resolution to remove Johnny Morris as police chief.

Before the commission meeting was to take place, the matter was tabled.

Since then, most of the police force has resigned and Wichita County deputies are now on patrol there.

Secretary Lowe says there is no specific deadline on the verification process, only that it must be done in a timely manner.

We have more insight now into some of the behind the scenes turmoil and problems that have led to this controversy in the last several months, thanks to internal memos and emails we've obtained.

Included in those documents is an email City Adminstrator Larry Pannel sent to commissioners warning them about reports some had been monitoring police scanners and driving to check out police activity.

This came after complaints that some commissioners were stalking and recording police officers' activities around town.

Pannell ask anyone involved in this activity to stay at least one block away because of the danger such cars slowly passing by would pose to officers who may be making felony stops.

Another concern for officers' safety was about a so called "ice pellet bomb" found near an officer's car.
