The "Phased In" project provides housing, medical care, life skills and education to former foster kids who are now 18 to 21 that never adopted.
Matthew Barnett, founder of the Los Angeles Dream Center, served as guest speaker at the event. Barnett said the program will remind teens that anyone can make it out of the foster care system if they have at least one person that truly believes in them
"It's a beautiful thing to see the city of Wichita Falls wrap their arms around these young people rather than saying what's wrong with them," Barnett said.
