Rep. James Frank CPS Bills Pass Both Chambers

Two more bills authored or sponsored by Wichita Falls representative James Frank will soon be headed to the desk of Governor Greg Abbott.

Late Sunday, the Texas House and Senate signed off on House Bill 5 and Senate Bill 11.

Both bills would overhaul of the child welfare system. HB 5 would turn the Department of Family and Protective Services, which runs CPS, into a stand- alone agency.

"By making DFPS directly accountable to the Governor we will show all Texans the importance that we place on our at-risk children and on this agency and its employees while giving the agency increased flexibility for quicker decision-making," said Frank. "Both chambers of the Legislature should be proud of the efforts made this session to improve our state's child welfare system."

Already awaiting the signature of Governor Abbott is Senate Bill 277, which would eliminate tax breaks for companies building wind farms within 25 miles of military airspace.

The bill passed both chambers Sunday afternoon and has garnered positive reaction from Wichita Falls Mayor Stephen Santellana and officials with the Sheppard Military Affairs Committee (SMAC).
