Sheppard Air Force base actually plans to gain 33 military positions.
However, cuts to civilian positions are likely.
Estimates show Sheppard plans to cut 89 civilian positions by the end of the 2013 fiscal year.
Congressman Mac Thornberry says cuts at Sheppard aren't bad, especially when compared to many bases across the country.
Congressman Thornberry says, "The Air Force already announced some reductions in civilian personnel at Sheppard, but actually this week they announced some increase in military personnel. The net effect is a slight decrease in the folks at Sheppard, but not very many. Generally I'd say we've come out pretty well."
Congress has not yet approved the budget, so right now everything outlined in the proposal are recommendations.
