Committee Vice Chairman and 13th District Congressman Mac Thornberry says they hope for a vote by the House before Memorial Day.
The committee's proposal is for $642 million in defense funding in the defense and energy departments.
We spoke with Thornberry today, and he weighed in on President Obama's promise to veto the defense spending bill.
"We've kind of gotten used to him issuing veto threats. He did the same thing last year, but when push came to shove and the bill was put before him, he signed it. I think he'll do the same," Thornberry says.
He says the proposal for fiscal year 2013 is $4 billion more than President Obama asked for, but $46 billion less than the previous defense budget.
He says it also includes an amendment that prevents the defense department from planning another round of base closings this year.
