City manager, Mitch Grant, says it took effect Thursday.
He says the move was possible through a combination of acquiring new water wells, rehabilitating existing water wells and residential conservation efforts dropping to about 2 million gallons of water per day.
Grant says residents can now water outside again but it is limited to twice a week during night and overnight hours.
