WFPD Chief talks protocol in tense situations

WICHITA FALLS - While the police department does an internal investigation, Wichita Falls Police Chief Manuel Borrego said they will also look into what officers can do better going forward.
 
Chief Borrego said if someone takes an officer's patrol car, that creates a new dynamic and new actions that the officers have to take, but he said sometimes those actions can be unfortunate.
 
Borrego said during a chase, officers will sometimes have to get out of their vehicle and go after someone and it can turn into a bad situation. 
 
He also said their protocol is to shut the doors and lock the vehicle, but that there's not always time to do so.
 
"We want to make sure that we protect the safety of our vehicles because we have a lot of equipment in there, but there are times when our officers have to exit out quickly and when they do so, there's not time to secure the vehicle, like we would like for that to happen," Borrego said. "And the situation becomes such that it becomes overwhelming."
 
Borrego said officers go through a six-month training academy before making it on the force. Then have additional training every year, including training mandated by the state.
 
"These officers are well-trained. We need to maintain the confidence of our citizens that we can go out there and do our job. Things are going to happen. We're very fortunate that no civilians were injured during this deal but we do look at them and take them serious," Borrego said. 
 
Borrego said officers usually have to make those split-second decisions and when they do, they have to be the right one. 
 
Police cars get stolen nationwide and Borrego said that's just the nature of the business. He also said there's no guarantee it won't happen again but they will continue to work on it and even make policy changes if needed.
