Immigration Bill Clears Hurdle

(NBC News) Immigration reform survived its first major test on the Senate floor Tuesday.

Senators overwhelmingly voted to allow a full debate on the plan to improve border security and create a "path toward citizenship".

Still, while many senators are willing to let this bill face a debate, they're warning that doesn't mean they're ready to pass it.

"In the days ahead there will need to be major changes to this bill if it's going to become law," said Senate Minority Leader Mitch McConnell.

Republicans want to strengthen border security requirements, as well as limits to tax credits and other benefits for immigrants currently outlined in the bill.

President Obama urged them to compromise.

"There is no good reason to play procedural games or to engage in obstruction just to block the best chance we have had in years," Mr. Obama said.
