Obamacare Experiencing Ups and Downs

(NBC News) Another flare-up over Obamacare on Capitol Hill today.

Health and Human Services Secretary Kathleen Sebelius appeared before the House Energy and Commerce Committee where she announced that she is calling for an investigation into the disaster rollout of the Obamacare website.

Sebelius wants the department's Inspector General to investigate the contracting process, management, performance and payment issues that may have contributed to the flawed launch.

"The initial launch of healthcare.gov was flawed, frustrating and unacceptable," Sebelius said.

As the website was being fixed, she says enrollments quadrupled from October to November; but still totaled just over 360,000.

That's a fraction of the millions the administration had been hoping for.

Republicans focused on another number.

"Based on current trends more individuals will have lost coverage January one than got it through law," said republican Congressman Joe Pitts of Pennsylvania.

"Losing coverage and being notified that the plan that they had doesn't exist anymore are two very different things," charged back Sebelius.

Obamacare's shortcomings have propelled President Obama's disapproval rating to a record 54% in the latest NBC News / Wall Street Journal poll.

And for the first time a majority of Americans disapprove of the health care law.

Fifty percent believe Obamacare is a bad idea.

Only 34% consider it a good idea.

That's a three-point drop since October.

The good news for President Obama, only 26% in the poll believe Obamacare should be eliminated.
