Two big oil companies are starting to get their people out of there, after Sunni militants attacked Iraq's biggest oil refinery.
So far the president has not authorized military action, but U.S. Navy planes and drones are flying over Iraq gathering surveillance.
The White House says President Obama is still considering whether to order air strikes.
"We are very intensely vetting each of the possibilities," said Secretary of State John Kerry.
Top Democrats and Republicans who met with the President Wednesday said afterward whatever he's considering won't need Congressional approval first.
