President Obama celebrated with supporters in the White House Rose Garden Tuesday afternoon.
"The share of Americans with insurance is up and growth of health care costs is down," Mr. Obama said. "That's good for our middle class and that's good for our fiscal future."
Many people are still finalizing their selections after getting an extension because of the overloaded system.
The administration says most anyone who began enrolling by March 31st will get coverage starting May 1st, if they pay their premiums.
Almost everyone else will have to wait until November 15th to sign up for care, when next year's open enrollment period begins.
There are some exceptions, for people with life changing circumstances like the loss of coverage,
birth of a child, change in marital status and those qualifying for medicaid.
