Wichita Falls City Clerk Lydia Ozuna briefed city councilors during today's planning workshop.
She says the debate is making things difficult for voters -- who won't be able to get voter registration cards until after the redistricting dispute is settled.
She says potential candidates don't know what district they're even in, or what position they could run for.

"It's very challenging, because we don't know dates, we don't have deadlines, we don't have the complete information that we need to be able to move -- to move forward with an election. So it's very difficult. At this point, because there are so many issues up in the air, it's very difficult. We proceed with what we can, & then we just hope for the best."
Ozuna says it takes months to plan for a city election -- especially due to state deadlines that must be met.
So, she's planning as though the election will take place May 12th ... even though she knows there's a chance it might have to be rescheduled.
