Stage 4: Drought Emergency Triggers

A Drought Disaster will be declared when: 1) the mandatory restrictions on non-essential uses does not adequately slow the withdrawal, and when the combined capacity of Lakes Arrowhead and Kickapoo reaches 30% of the storage, or 2) the demand exceeds 120% of design capacity, or 3) the water supply system is unable to deliver water due to mechanical failure or damage of major water system components which will require more than 12 hours to repair, if a Drought Emergency is in progress, or 4) the water system is contaminated either accidentally or intentionally, or 5) the water system fails from acts of nature (tornadoes, electrical storms, etc.) or man.
