After about six months of negotiations, the city now has all the documents in place to move forward with purchasing the one remaining piece of land that was necessary.
It's a piece of the southwest parking lot at Kohl's.
The city had already secured a small piece of land at the old Faith Village Shopping Center.
Property Administrator Pat Hoffman says negotiations with Kohl's took time because the property owners, lenders, tenant, and subtenants are all based in different places.
So, she said it was very difficult to get everyone in agreement with all the terms.

"So when you think you have everybody in agreement and then one person wants something changed, well then that affects every body else, so then you're starting all over again. So it's a big relief, and I think this is going to be an awesome, awesome opportunity for the city of Wichita Falls."
This morning, city councilors also voted to award the construction bid to Duke Construction Company for about one point two million dollars.
Groundbreaking on the project is expected to be in May ... and the goal is to be finished in October.
