23-year-old Matthew Green is charged with burglary of a habitation and unauthorized use of motor vehicle.
His bond is set at 35,000 dollars.
Sergeant John Spragins says Green was involved in a disturbance Saturday Night at an apartment complex in north Wichita Falls before leaving for his home at Hunter's Crossing Apartments off Kemp Boulevard.
Just after 10 that night police were informed of a possibly suicidal subject with a fire arm at the complex.
Officials turned off the power to the building as well as street lights nearby.
Using a megaphone, officers spoke to Green.
WFPD'S SWAT team was eventually called to the scene and around 3 A.M. police say Green surrendered and was taken into custody.
During the standoff, police turned residents away from the complex.
MSU officials notified students and faculty about the situation through text and email sent out by the campus police.
"I pulled over there, the cop basically told me that I wasn't going to be allowed in at this time."
"Being so close to the university there are students and faculty and staff trying to get the message out to the students and staff of the university who may have been out for the evening and may have been getting ready to come home."
Chief Williams says by law university's are required to send out alerts to students and faculty when they may be in danger.
Sergeant Spragins says no injuries are reported at this time.
