The Bowie Police Department has been without a permanent police chief for nearly two weeks but city officials say they don't plan to focus on hiring a new chief just yet.

Bowie's city manager says when Chief David Scruggs was terminated last month, after more than 30 years with the department, Lt. Guy Green was promoted to interim chief. Then, a detective retired.

So the city manager says their first priority is to get the police department fully staffed before focusing on hiring a permanent chief.

Nearly two weeks ago Guy Green went from Bowie Police lieutenant to interim chief.

"Little bit of a shock.  Little bit surprised," Green says.

It was a surprise because on January 23rd Chief David Scruggs was terminated. The next day Green was promoted but city officials say permanently filling the chief position is not their top priority yet.

City manager Ricky Tow says a detective recently retired and the city is currently looking internally to fill that position with a patrol officer before concentrating on a new chief.

"We'd rather have a full house to come into cause that way it makes it a little easier for that transition... for the chief to know everybody involved. And, the chief position will usually take a little bit longer than an investigator," Tow explains.

But Green, who has been with the department for 17 years, hopes to stay right where he is.

"Once the city actually opens it up for applications, at this point, yes, I plan to apply for that position," Green says.

City officials will not reveal why David Scruggs was terminated, saying they do not discuss personnel issues, but we found out that Scruggs has filed a grievance against the City of Bowie.
