Electra City Commissioner Resigns Unexpectedly

Sue Howell, Electra City Commissioner Place 3, has unexpectedly resigned and has released a statement.
Electra Place 3 City Commissioner Sue Howell resigned Wednesday, one day after city commissioners there named a new police chief. Howell made headlines last August when she gathered signatures in Electra for a petition to amend the city charter.

She was unhappy with a push by several city leaders to terminate long- time police chief, Johnny Morris. And, she wanted the charter to include "initiative, referendum, and recall powers," options she says voters need when they want to make changes, remove elected officials or call elections in unusual situations

Howell's petition was accepted and voters approved it during the May election. And, voters also chose Howell to replace Janice Cranford as place 3 commissioner. But Howell turned in her written resignation Wednesday morning to be effective immediately.

In a written statement, Howell said in part, "You cannot beat the "good old boy" system. I cannot condone the publicly laughing at citizens, the questioning of employees moral character, the making decision by gossip tips, the closed mindedness, the unprovable walking quorums, and the unwillingness to share some kind of information with our local paper or the people."

Howell said as well, in her opinion, the town is run by a "city administrator on a fast train that is running out of tracks."

City manager, Larry Pannell, says Howell's resignation was a "total shock." He says during the commission's next meeting on September 9th, leaders will accept Howell's resignation before appointing someone to fill the remainder of her term.

Howell's full statement is below.

To the Citizens of Electra,

As of August 27, 2014, I resigned as City Commissioner Place 3. I want to thank all of you that voted for me and believed in me.

I know I have been on the Commission for a very short time but believe me it is long enough to know you cannot beat the "Good Old Boy" system. I cannot condone the publicly laughing at citizens, the questioning of employees' moral character, the making decision by gossip tips, the closed mindedness, the unprovable walking quorums, and the unwillingness to share some kind of information with our local paper or the people. Yes there are rules to City Government and guidelines set by the state of Texas and our City Charter. But interpretation for your own gain is not right.

In my opinion we are a town run by a City Administrator on a fast train that is running out of tracks. Folks I cannot find anyone that knows how to hit the breaks or wants to.

I know I will be criticized by folks for taking this action. I know some will applaud and make up their own stories of me. But this has now affected my job I have loved for 26 years with Wichita County. For my family and our health and wellbeing this is the best decision. I hope to serve you in that capacity for many years to come.

And whoever it is that continues to call my boss to complain about my City business you can stop now.
