A Florida fugitive connected to a disturbing Florida child neglect case has been arrested in Wichita Falls and is being held without bond in the Wichita County Jail.

38 year old Walter Lee Wilcox was booked into jail Tuesday morning after officials said he came in and turned himself in. His address was in the 2500 block of Buchanan.

According to Florida records, Wilcox is wanted in Charlotte County, Florida where he was supposed to be serving probation for the child neglect case.

Media reports indicate he was arrested in 2010 along with his two brothers and sister in law.

The arrests came after a tip to the Florida Department of Children and Families. Case workers say they found five children under the age of three living in filth. They said the home was infested with roaches and spiders, trash, dirty diapers and feces. They also found a dead rat under a mattress.

The four people were ordered to clean up the home, but a follow up inspection revealed the home was still unliveable.

Reports said the children were malnourished and they were removed and placed with relatives.
