City councilors are also hoping to bring down the euthanasia rate in Wichita Falls.

They passed an ordinance they hope will continue to drop the rate that is almost at 15% right now.

The first part will redefine what is considered a pet shop, and will require anyone selling pets to have a permit to do so. The second part of the ordinance will waive fees for pets picked up by Animal Services, if the owner agrees to have the animal spayed or neutered.

If the animal gets picked up again, the owner will have to spay or neuter the animal before they are allowed to have the pet back.
