<P>This week, the National Transportation Safety Board is expected to release its preliminary report on a helicopter that crashed into Lake Nocona.</P>
<P>The crash happened last Sunday shortly after 7:30 p.m. with three people on board.</P>
<P>Nocona Mayor Robert Fenoglio has identified the passengers as Derrick Morris from Saint Jo and Josh Shide from Munster. </P>
<P>And he says his cousin, Darren Fenoglio, was piloting the chopper.</P>
<P>FAA officials say Fenoglio was flying with a student pilot certificate which does not authorize him to carry passengers.</P>
<P>So, pending the investigation he could face enforcement action for that as well as have his certificate revoked.</P>
<P>As for the helicopter, it is out of Lake Nocona and the Montague County Sheriff's Office is storing it for the FAA at an private location.</P></font>
