Convicted serial rapist Michael Gowan was returned to the Wichita County Jail from his prison cell, once again requesting another of his appointed attorneys be removed so he can represent himself in his appeal.

Gowan is appealing a ruling denying his request to have DNA tests done on hairs from crime scenes, DNA tests that were not available at the time of the assaults in the early 1990s.

The previous ruling was that Gowan did not meet his burden to prove the evidence would have had a bearing on the jury’s verdict at his trials in the 1990’s.

Gowan has once again requested he be allowed to handle his case and that his appellate attorney be recused.

Most of Gowan’s former appointed attorneys eventually asked to be allowed to withdraw from his case.

Gowan was first convicted in 1995 and in 1999 more charges were filed.

Gowan is serving two life sentences plus a total of 290-years for 14 other charges. His first parole review is set for Oct. of 2023.
