WFPD: Man that threatened to kill officer ruled incompetent

A man accused of threatening to kill an officer’s entire family and sexually assault his female relatives has been ruled incompetent to stand trial. 

Kenneth Banner, 51, was arrested in January of last year at Faith Mission on a charge of terroristic threat.

When police arrived and arrested Banner, they said he became very angry.

On the way to jail, they said he told an officer he would rape his sister and his niece.

Then, he told the officer he was connected to the Hell’s Angels, and kept repeating “blood in, blood out” and that he would have the Hell’s Angels kill his entire family. He was charged with retaliation.
