A Wichita Falls motorcycle unit officer, who is reportedly suspended without pay was in court today on charges of theft of property over $20-thousand and under $100,000 from AT&T, or an employee of AT&T.

42-year-old Ralph Ryan Piper was charged last October, apparently from a grand jury affidavit. No arrest affidavit is on file.

His case is listed with a number on the district court case dockets, instead of the charge as with most cases. The affidavit lists the complaint as Texas Ranger Toby Catlin and says  that on or about June 8th, 2015 in Wichita County, Piper unlawfully  took  currency over $20-thousand dollars from Terry Welch and or AT&T.

We  have learned there will be a special prosecutor appointed for this, and that city officials say Piper is indefinitely suspended without pay until resolution of the criminal case and that the Chief will have 30 days after final determination of this case to decide to suspend Piper permanently.
The witness list includes the AT&T asset protection senior investigator Terry Welch, Texas Ranger Toby Catlin and various bank company employees.
